I'm hesitant to call it that in a blanket statement. A lot of people in the thread have pointed out that they don't mind working on some of their vacation because their job doesn't fuss if they skip out half a day and play golf. I wouldn't say that's wage theft if they're asked to work "unpaid" or time theft if they don't take PTO to go play golf. That's just their agreement.
Now, the employers who want to have their cake and eat it too are what you're describing. Show up 15 minutes early, sit your arse at your desk so I can micromanage you until your scheduled time ends, THEN you still need to be on call? Nah.

I don't know anyone that works a normal work week that can skip out and play golf unless they own their own business or they're at the top of the food chain. Personally, I work M-F, 8-5. If I'm asked to work anytime before or after those hours, I expect to be paid.
