It's easy. If you are using federally controlled airways (over the air stations ABC, CBS, NBC, FOX, PBS), your news programs must be neutral.

I've watched the CBS evening news for many years. If I was a poli-sci doctorate student, I would do my thesis on Nora O'Donnell's tone of voice. It's easy to see how she portrays a positive tone when talking about any democrat and a negative tone when talking about Trump. I would love for someone to give an average voice range for her stories and prove her bias.

Who decides what's neutral? There are twenty lefty posters on this very board who claim they are neutral.

That’s a fair point about O’Donnell, but even then it wouldn’t be considered propaganda. Trump went after the media pretty hard so I imagine it’s hard for the ones that don’t like him to keep the disdain out of their voice.
