Yes, Biden is forcing private citizens to put up the signs. Trump didn't force anyone to do anything. Biden is free to print up all the signs he wants and mail them out like Trump did with the checks. That's a big distinction if you don't like authoritarianism.

They're not forced. If they don't like it then they don't have to take the government contract.
