From a purely military history standpoint, France is the most accomplished historical power in the western world, yes. They were, and remain, the preeminent land power in Europe (excluding Russia/USSR to the extent that Russia is considered Europe) for most of the last 1000 years.
No, neither the loss of their colonial possessions in the French and Indian War nor Fall Rot in 1940 are indicative of France’s military capability.

Purely nonsense, most of those “victories” were ancient battles that lack any real evidence or credibility. Militarily France has been in decline since the height of Napoleon 200 years ago. Prior to WW1, the last major European conflict was the Franco Prussian war which they lost. Their tactics in WW1 were abysmal and were nearly overrun in the early stages of the war had it not been for the BEF. Once it turned into a war of attrition that was really only France’s strategy and chance for victory. They were humiliated in WW2 and resistance faded quickly. Their attempts to hold Indo China following WW2 were poor at best, Dien Bien Phu wasn’t exactly a stellar performance of military superiority
