For white-collar jobs there is actually SOME logic to this notion.
Project based/time-management jobs often see increased productivity with constrained timeframes.
For other jobs that are based on "simply being there regardless of the amount of work" this will simply lead to "increases in new hires" which is probably the onus for this push.
