Final fantasy is notorious for this
Remake and Rebirth seem to have addressed this a little bit... as long as you don't stand in the same spot for too long. I may pull my hair out the next time I hear some dude shout "screw you Avalanche!" or "look at the size of that sword!"
And at least dialogue between NPCs at random did change as the events of the story progressed. But older FF titles were certainly the worst. Same NPCs said the exact same one line from the beginning of the game all the way through the end, and you literally had to talk to everyone in the area while attempting to find the one NPC with dialogue to advance the quest.
When I played Octopath Traveler 2, though, I actually found some of the repetition to be somewhat nostalgically charming in a way.
Obligatory Skyrim mention- "My favorite drinkin buddy! Let's get some mead."
