There are plenty of places in America under complete black control: Black mayor, majority black city council, black police chief, black DA, majority black school board, etc.
New Orleans, Baton Rouge and Shreveport all fit many of those criteria.
So not only does this article have the definition of racism wrong, it is wrong about the power aspect of it as well.
