Because every other time Biden speaks in front of a camera he sounds like a man with dementia. So him looking somewhat functional last night was a curious departure from the norm.
The fact that people are impressed that he was able to give a standard speech, which is a minimal part of his duties as president, shows just how low the bar is for him.

I think the left are excited that he didn't shite his pants. While he did stand and deliver a speech without forgetting what he was saying, his demeanor was terrible.
He came across angry and uncompromising, like a dictator.
Beyond his demeanor, he lied about several issues and didn't lay out any type of coherent plan to get America back on track.
After listening to him, one would think America had no problems to contend with.
