Having worked in both federal (Military) and state (State Patrol) government agencies, I can say that the longer someone's salary is taxpayer funded, the more they feel entitled to it and their motives shift from selfless service to job security.
In the private sector, it's different. You're either providing measurable value or you are expendable.
Your budget in government is literally based on how much you spend, not how well you manage it.
