Im talking about once you get off the app phase and the texting phase. So interested enough to give me their number, but not interested enough to actually converse once they do. Makes no sense.

Agreed, frustrating and makes no sense but, I'd assume she's given her number out to other guys also. And you really don't know if the intent is to meet in person or just a girl looking for an ego boost. When I was on the sites I'd try to get face to face asap. I can only be charming over text for so long.
