The designation of flagship university is a bit ubiquitous and I am fairly certain the "official" designation is set by the legislature in Louisiana. I doubt the University of Louisiana system could hand out that designation to any school without igniting a crapstorm even if they were inclined to do so. Louisiana is just too political a state.

Plus LSU is the only school worthy.

They could if they offered enough programs to reach the designation.

That does come down to some government decisions, but regardless, it’s dumb that the Lafayette campus is hell bent on being recognized as the flagship of the system without actually trying to get the designation. And not just from an athletic standpoint either, in the 80’s they tried to sneak “University of Louisiana” on their diplomas and the government laughed at them and made them reissue them all.
