No she’s not. Biden would be immune from prosecution, that doesn’t mean he can force the police and courts to put people in jail.
What she should have said was he could shoot every republicans and be immune from the crime after he shot them.

IMO, congress can strip an "officer" and that includes the president of immunity through the impeachment clause. I believe that is where SCOTUS is going with this case. That is the legislative check against an out of control executive.
