I guess a comet could fall out of the sky and hit one of them on the head, too, but I'm commenting on what's actually most likely to happen.

Obviously the insurance companies see a much higher potential for negative consequences than the chance of a comet coming into play. Are you saying the insurance companies are ripping off these competitive fishermen?
