Companies know what fraction of their receipts are on plastic and what their merchant account fees are.
This is 5th grade math. Just treat it like a variable cost for your business, adjust prices accordingly and stop the “cards cost more” nonsense.

The locals do it to hide the cash and not pay income tax. Most of the Minimum wage workers there are getting some kind of gvt assistance so they want to be in cash. That’s what really drives this crap more than the fees
