I think this is pretty common in districts where the results are not close. They don't need to wait for every last vote. Say one is ahead 55/45 by 10,000 votes, even if the trend reversed for the remaining votes, the current loser would only gain 1 vote out of every 10 votes. So there would still need to be 100,000 votes uncounted to flip it.
And sometimes the majority of the "to be counted" are from a district that leans one way, so no surprises.
I still think they should count every one, and then announce.
