They're trying to bypass Abott and go straight to Trump because of a deferred deportation order he issued on Jan. 19, 2021. The problem is, it was only for 18 months and it was limited to Venezuelans who had filed for asylum.
Ibarra didn't illegally enter the US until 3 months after the expiration of this order (that didn't apply to him anyway).
