It still largely depends on the underlying factual basis of the indictment.

If their coordination to funnel taxpayer money was the primary driver of the prosecution, which led them to other bad acts, then yes.

If it's just a conflict of interest grift, but the underlying allegations still have legal merit, then another prosecutor is likely to continue the prosecution.

To put it another way, a prosecutor can engage in certain misconduct and be removed from a case, but if that conduct doesn't have a strong enough nexus to impact the case, the taint likely remains individualized to the prosecutor.
