Not really, the program was just a big Federal giveaway to all students rich and poor that happen to be in the Federal Free Lunch Program get an extra 40 dollars a month in EBT cards over the summer.

If you can’t cover this then maybe you shouldn’t have children.

The Feds don’t “give this money away”. It comes with administrative strings and responsibilities. This includes the investment of state dollars (usually 30%) to administrate the program and audit its performance. If the Feds determine that a state didn’t properly administer the program then they can force the state the repay the entire amount of federal dollars. Note that administration requires hiring additional civil servants with state benefits and retirement. At the end of the day it’s a significant long term investment. In this case, SNAP should technically provide food benefits to anyone in a qualified low income home. What isn’t clear is where this picks up in relation to SNAP.
