No I don’t think she was created with any M count at all. I think the further experiments, with Palpatines genes I’m assuming, uncovered that her blood can retain the M count.

Just my guess, it was explained much.

I'm not sold on that.

Remember, she's not a random kid like the others in the Vault, she was genetically manufactured. Whatever traits she has, are intentional. The Kaminoans weren't just farting around, they were scientists with an intention, and by the way not human, so no reason to make a random little girl that ages normally just for the heck of it. They were purposeful in what they did.

If the regular clone troopers are Chevy Silverados off the line, the Bad Batch (and Emerie, the female clone doctor) are custom models; and Omega is probably something of a concept prototype. Or a high end special order, a Corvette with all the upgrades.

The question is, was she an order that was placed, or was she the result of the Kaminoans going off on their own? Seeing that she wasn't delivered, I would lean towards the latter, that the Kaminoans decided to see how far they could upgrade a human. They got paid and the order was large, so it would be fairly simple to have the R&D department working on her, while the bulk order got filled. I can't see Palpatine just leaving her there at the shop, if he knew what she was. He would either take her, or have her destroyed.
