I am not sure of the current state of laws when it comes to legally binding signatures, but years ago a fax was considered a legally binding signature and email was not. Either the law has not been changed, not communicated out well enough if it has, or people just trust fax more than email in terms of security.

Many medical facilities and attorneys absolutely insist on still using fax.

They're both electronic signatures and both acceptable.
