I imagine security was a major reason for a lot of these companies to continue with faxes. But now it is probably still written into a lot of internal policies and/or regulations and no one wants to take the time to change them. So they just make you send a fax.

Those that require faxing may not be aware that some people Fax via email, an efax that starts its life as an email. Or if the send a fax it becomes an email.
