I always heard it was written & set up for Billy Idol but he backed out thinking it wasn’t edgy enough for him & Simple Minds got it instead & it became a classic

Forsey and Schiff wrote the song for Simple Minds but offered it to several other acts before Simple Minds agreed to record it. - Wikipedia
