Except that it is not. Guess you forget that the lower divisions use bylaws and their playoffs work well. Hell NCAA FBS football is the ONLY sport in America that does not have a playoff system, but every other major sport does.

Don't equate FBS and FCS football. They aren't the same. One could argue that the former P5 schools and the G6 schools weren't even really playing the same sport
