spent some time doing maintenance and working on elevators and escalators. Escalators are far more dangerous than elevators. That being said accidents such as ppl getting clothing or shoes caught should never happen. In almost every case when it does its because of poorly maintained equipment or or stuff done on purpose by those maintaining the equipment. On each side of escalator at the top and bottom there multiple devices ( buttons ) you cannot see that will shutdown the escalator if close or shoe lace or anything trips it. You can test this yourself next time you step onto one. Right where the steps come out of the landing or enter the landing give a firm solid kick to the side near the floor. This will shut the whole thing down. Only way to restart it is someone will have to come restart it.
