Yes, and it’s so arse-backwards.

You know what communities don’t have funding problems? Those with low crime rates. If they would dedicate their resources to solving and preventing crime, the crime rate goes down and sales tax and property taxes increase.

But it’s not transactional, so they can’t see it.
