No but let's say you're the most powerful governor in the country.

You empower those outskirts, surround the (blue)cities with law and order, then starve them of funding through as many other means as you can.

If they don't play ball, you just take the game elsewhere.

Maybe literally. Corps wanna play in Louisiana?

Cool. It's gonna be outside the city, and sentencing for property violations and violent crime is going through the roof, and those SD's are gonna be empowered to enforce it.

The "right" needs to take the initiative and use power when they have it.
