Forcing a stand up to devote equal time to material on all politicians is censorship, because you are controlling what he can joke about and what he can't.
If he has to devote equal time to one politician for every joke he makes about one on the other side, you are cutting his allotted time in half, thus censoring his content because he could've used that time to do other jokes.
