I don’t have direct proof but the wealth of the oligarchs has increased and we sent a rep to talk to Zelensky about the stealing getting out of hand and the need to suppress it. Also there have been many reports of guns and other materials ending up in other countries. There has been no accounting of where the money has been spent hence no proof.
