It didn’t sound arbitrary at all. Sounded to me like an extremely clear dividing line….
Pay your NATO dues, get the value of NATO membership. Don’t pay your dues, get cut off from those membership perks. You know, just like every other club on the planet that charges a membership fee… you have to pay that fee to remain a member.
Is that really arbitrary?
