I'm going to say the 60's with the 70's a very close runner-up.
When you think of the absolute legends, most of them broke out in the 60s: Bealtes, Dylan, Doors, Stones, Jimi, Janis, Motown. And when you consider we're mainly talking the late 60's, it's quite impressive.
Then when you add country artists like Merle, Buck, Loretta Lynn, Jones, Marty Robbins, etc. the decade was probably unrivaled in the complete reshaping of the musical landscape.

Some people regard Buck Owens and the Buckaroos as the first southern rock band.
