Fresh out of college I was a juvenile probation officer & one of our duties was taking male juvies convicted of serious, or habitual, crimes to LTI, the old Juvenile Training Institute at Bridge City. That place, right or wrong, was where the large majority of black thugs were sentenced. Whites, non violent offenders, were usually sent to a facility in Monroe. Picture a prison, no cells, just large barracks, housing the thugs from the various housing projects. Once or twice every couple of mths, a group would rush the main gate, just a large gate, & more than a few would escape but for only a short period of time. Immediately after an escape, the State would bring in Angola Guards on horseback to patrol the surrounding area. In time, another group would rush the gate. Each captured juvie would be roped & dragged back thru the gate. Good for peace for several weeks. I would never allow either of my then young sons to be sentenced there. To be non PC, pure animals. And the female juvie facility was even worse. At times, to teach a lesson, a judge would tell us to bring along a white juvie, typically causing parents' issues, not violent. They would sit in the admissions area & watch, eyes glued wide. Most left scared out of their minds.
