Sounds like you were knowingly or unknowingly letting him shop you around every 6 months. You can request a prior insurance report and it will give you historical data around who you were with over the last ten years.

I had a letter of experience. You can't walk into the DMV with documentation anymore. If you have a flag, they give you a 1-800 number in Baton Rouge and tell you to keep trying until you get through.
