The UK has a bike to work plan that gets you reduced cost on your initial purchase, rebates for gear, etc. I have friends that have bought commuter bikes with it. It's a subsidy, so I'm not sure why you'd exclude those, but it's absolutely an incentive. I feel like that would be despised here though. "Why am I paying for some fig's bike hobby with MY taxes?!"
