Its my understanding, and could be completely wrong, but the 10% is still competitive...so being in the top 10% in your class does not guarantee you a place in Austin or College Station but does guarantee you a place somewhere in the state. I know a BUNCH of people in Texas who kids went to Texas Tech and have been told by bunches of people that almost all of TT's student body is comprised of the top 10% of state high schools who weren't accepted at UT or ATM. Not a knock on TT, they have a stellar reputation as does most if not all Texas universities.
