As Speaker Johnson is the one deciding if the bill is brought to the floor. The informal rule is that it takes a majority of the majority (Republicans) to advance a bill. The speaker is not bound by that rule though.

I also believe that a majority of the House can force a vote over the Speakers objection. Losers like Crenshaw are probably willing to do that, and it would only take one more Republican besides him.
