Its bad. I smell it emanating from other people's cars. I try to talk myself out of being judgmental, but I congratulate myself when I guess the occupants on the inside of the vehicles with pretty good accuracy.

i see lots of issues with lots of shite but i hardly think its much for you to be concerned about. You're really not concerned with their family, you're just concerned about the inconvenience of a smell in the air.

I feel like you're stretching here. You have no evidence of this, and you only think you've seen it...
Living in BR where marijuana is prevalent, I have never seen this happen.
Also, cigarette smell is way worse than marijuana.

How is this ANY DIFFERENT than parents smoking cigarettes while driving their kids to school etc? It was a common practice in the 90s and 2000s.
