He didn't get caught on camera though. The video, which Rodgers reports was shared in a group chat with gay men in politics, shows two men having sex in what appears to be Hart 216.
It was a cell phone video. There were no windows, no surveillance cameras, and the door was closed. Just because the building is public doesn't mean it is indecent exposure to pull your dick out, otherwise we would all be guilty of it everytime we used the restroom.
I get it. It's nasty, it's disrespectful. It does not seem to be indecent exposure.
