Of course they cheated, but ballot harvesting has limits, so it's not as simple as "cheat = Dems win". Just because it was enough to win one election doesn't mean it will be enough to win the next, especially with some states making it more difficult to harvest.

Correct, cheating doesn't give a guarantee of victory.
The Democrats have been cheating long before 2020. It is why a hateful bitch like Hillary got millions of fraudulent votes but still lost.
