Why not just ship the urn to Georgia empty and then she could put the ashes in herself???

I went to a funeral last year where the funeral home took care of the cremation and sold an urn to the family, but then someone from the family had to actually put the ashes from the crematorium's package into the urn. Funeral home staff wouldn't do it.
