Fewer and larger projects, along with making them Design/Build projects is definitely an improvement for DOTD.
Design/build and toll funding are how competent states get things done these days.
But mention either of these terms around here, and the majority of the public loses their minds.
Look at how many people lost their minds over the new Belle Chase bridge.
