LSU, ULL, ULM, Grambling, and Tech all have QBs who have started Super Bowls.
I'm pretty sure more Louisiana schools have produced SB starting QBs than Texas schools have.
ETA: I'm sure this list will greatly expand in the coming years, but there are at least 4 or 5 guys on the list in the OP that transferred during college. Aikman, Flacco, I think Nick Foles did.

In reality, LA Tech 4 Super Bowls, LSU - 0 . Only 2 LSU QBs ever started a Super Bowl.....Burrow and the late David Woodley.
