Forget the government or the law. They already broke the social compact, and are more devoted to protecting the illegal criminals and enriching them on the backs of the taxpaying citizens. Individuals would need to get involved to rectify this treason. Make life an abject horror for any invader residing in one's community. Let them know their life is in danger every moment they take a breath on American soil. Go 100% vigilante on them.
