Explain to me how they could have forced a 4th down play with only 2 TOs left.

He's saying they could have forced a fumble on the center-QB exchange with a wet football and a timed surged on the second or third snaps after a TO. Make them snap the ball every time and hope for a miracle.
The odds of that have to be very remote though. I don't think I have ever seen a team lose because they screwed up a kneel down. Michigan St won that game on a messed up punt with no time left but this game never would have gotten to 4th down.
