It isn't. Everyone in this state knows if you get in a wreck the odds are very high that you're getting sued for pain and suffering, at fault or not. These people advertising that a wreck is a winning ghetto lottery ticket.

You asked for other examples of why it’s so high. The other reason is that we are a litigious state which is caused by the plaintiff attorneys, yes.
But not everyone gets sued. People file BI claims left and right, but it’s not getting sued. Relatively speaking few claims result in suits. And many of those are filed just to interrupt prescription.
But my initial answer addressed the reasons outside of what plaintiff attorneys are doing. Which is what you asked.
