Didn’t his 2nd director supposedly check gun as well and told everyone it was “cold” or whatever term they use?

I have not paid attention to the more recent factual updates, but I thought I remember members of the cast & crew using the guns for target practices. I would like to find out what added procedures they were supposed to have in place for using real guns that are at times also being used to fire real ammo by actors & crew when gun not used in scenes.
