Could be frozen at the valves, they don't look insulated. I have a Rinnai tankless outside, but I put it in their box. The entire heater and valves are in the box, and insulated. No issues last night (17*) and it's on the North side. Try thawing out the valves on the bottom.

Will turn off the gas and water right there and put a propane heater underneath.

Some of it isn't insulated. I can see it in the picture.
