Anyone who has worked in an office building and pays attention to what everyone is doing already knows this.

You have people sitting in bathroom stalls for an hour, people wandering around talking about sports, people in cubes surfing the internet. People hanging out in the break room having conversations.

There isn’t some magical productivity enforcement mechanism in an office building. Loafers will loaf.
