Nooooo, you are incorrect. As the person quoted from the NCAA rules, the 85 limit applies at the beginning of the new football season...which is the start of fall practice. I have no idea what Shea and Embody said, but even if they said what you claimed, those were two of the last 2 people on earth I would trust with accurate info. They aren't even reliable on recruiting news...much less NCAA rules.

And the NCAA has covered the NIL/not on scholarship loophole. That has been stated here before also. Even the NCAA isn't that stupid. That would be the very first thing that would have been thought of. Oh, and BTW, the schools are prohibited from having ANY interaction with NIL.
