I don’t think that means what it sounds like. I’m fairly certain you can’t have more than 85 players on scholarship at any point, but since the initial counter limit is now obsolete you could in theory have 85 players in the Spring and a completely different 85 in the Fall.

The deadline is fall camp. More than 85 in spring is fine.
