Maybe not Congress, but a well regulated militia is subordinate to the civil authority (usually the governor) and has an established command structure.

You are simply wrong. A well regulated militia does require drill, it also requires a well defined command structure as well as subordination to civil authority. This is all to maintain responsibility of actions. "Well regulated" may also refer to standardization of arms.
Not one single person ITT has even tried to distinguish between a militia and an armed mob.
